If you are interested in using the category site selection tool, it is on the "identify sites" page when you are creating a new site-targeted campaign. You can also find this tool on the site tool in an existing site-targeted campaign. To find the tool, click the "add sites" link on your Ad Group's campaign summary page.
Remember, it is only available for site-targeting, not keyword targeting.
Here is how you would use this tool:
Affiliate: World Cup jerseys
First you would want to find the appropriate category. In this case you would go down to Sports and click the reveal arrow that opens up the sub-categories. The sub-category you would then pick is Soccer.
You could browse all of the sites listed and find a few appropriate sites and advertise directly on them.
This is a nice feature. I have actually done this manually by searching for my keywords and browsing sites until I found one displaying Adsense. This will save a lot of time if you don't already know the site you would like to advertise on.
